I opened access to it, set the activity, updated the cache. Item loaded. But at the address it gives 404.
url is set by analogy with existing info blocks. Symbolic code: blockname, respectively
Information block page URL:

Detail view page URL:

Have you created a page? Has the component been configured on the page?
The user opened the page /blockname/1
How to determine in your case, this is a section or a detailed element? That the section code can be 1, that the element code. Bitrix will also not determine and will not open what you need. It is necessary to make addresses such that it is immediately clear what should open.
If you have to specify a section for elements, then make the following CNC settings:
