Why is a dedicated server not working at full capacity?

There is a dedicated server (debian 7):
Intel i7-4790K i7-4790K 4/8t 4.0 / 4.4 GHz
32 GB of RAM DDR3 1333 MHz
2 x240GB of SSD SOFT
Wine 1.6 is installed on the server in the following way:

sudo dpkg --add-architecture i386
sudo apt-get install libpulse0:i386
sudo apt-get install -f
sudo apt-get install wine:i386

When starting a primitive Mount & Blade game server, the processor dies, it feels like a virtual server with one core and one gigabyte of memory, tell me, what could be the problem?
I start the game server using wineconsole ***.exe or wine ***.exe

Try installing wine 1.4. My version 1.6 also lags a lot, although 1.4 and 1.8 work more or less well.
