Why is 403 shown after 301 Moved Permanently (from disk cache)?

On the Joomla site, the following picture is observed for some users:
1. We have already visited this site
2. We load its main page at the prompt from the URL line
3. We are given 301 Moved Permanently (from disk cache)
4. We get to the main page with an error 403
