Why is 100% scale different from export scale in Figma?
Making PixelPerfect from Figma layout. I noticed that inside Figma, if you make a 100% scale, this is one size, and if you export to png, then the picture is a quarter smaller, why? And if you copy the built-in sizes with Figma, then nothing converges at all, neither rounding, nor sizes.
What scale to believe to be PixelPerfect?

You may have entered incorrect data for export. Figma is able to scale images
Also there is an option that you export a FRAME which has empty spaces around the image
Also, check in the prototype settings what screen size is set. If the design tab has one screen size, and the prototype tab has a different one, then there are also distortions
