Why in WPF does not the element that has focus scroll, but the one that the mouse is hovering over?

I have a ListView and its items have a DataTemplate with a ListView too.
The focus is on the outer leaf, but when the mouse cursor is on one of the inner ones, the inner one is spinning, not the outer one.
The same if just 2 leaves in the window.
This is not always convenient, how to disable at least in a particular case (paragraph 1)?

this is generally a feature of the operating system, and I know for sure in win98 (plus) and in winxp this was configured with tweaks.
