Why hash removes recaptcha?

A form with a recaptcha in it is connected on the page

The question-answer page itself with anchors to navigate to the answer that the user is interested in. Only when you click on any question, a hash like #questions-73 is added to the url and the captcha disappears from the form. When I refresh the page, it appears, but if I go to another answer, it disappears again.
