Why Google does not index the site: Failed to process the Sitemap file?

Please tell me how to overcome.
There is a site map, I gave a Google map for scanning half a year ago. Google doesn't want to crawl the sitemap. I've tried changing the filenames, but it doesn't help.
There is nothing in robots.txt that is not closed.
