The problem is that files are not uploaded to the server (ubuntu 12.04 + vesta).
I corrected the values in the configs:

Phpmyadmin says that the maximum for downloading is 64m, but it does not even load kilobytes.
What is the problem?

Problem solved.
The download limit was completely irrelevant.
It turned out there were no rights to / tmp
