Why don't push notifications work without an ssl certificate?

Hello. I'm trying to find a service for sending push notifications to the browser. All require an ssl certificate, if it is not there, the subscription to the notification mailing list occurs through a third-party site. But I have seen how other sites make a subscription without ssl and there is no redirect to a third-party site. What's the secret?

In general, the service worker does not work without SSL, as far as I remember. Notifications can be sent with an open tab without ssl using your own tools without a service worker.

Push notifications don't work without ssl. And what you saw is rather html5 notification api, they cannot be shown if the site is not open at least in one of the browser tabs.
