Why don't programs start when I click on program icons in Ubuntu?

Good day!
Faced such a problem - when you click on the program icons on the program panel, the programs do not start. It can only be launched from the terminal (phpstorm, skype ...). Before that, I tried unsuccessfully to install phpmyadmin. I do not know if this problem is related to this, but before that everything worked. Logically, I think that the matter is in the paths - the shortcut on the panel does not find the desired address, where the program itself lies. How to fix?
I just recently switched to Linux from Windows, so I ask you to write in detail the solution to the problem, because I myself don’t even know approximately how to solve it. Thanks in advance!

install kubuntu (sudo apt install kubuntu-desktop) from the terminal,
if you just started from windows sneakers, then
all the shortcuts work in the sneakers, and the gnome constantly needs to be finished
if you are from windows sneakers, it’s optimal

We need to start with how these labels appeared on the panel? How was skype and phpstorm installed? For example, if from a snap and you have a slow hard drive, then the first launch may take a decent amount of time.
