Can and should it be moved to a separate /root partition?

There is a sense - if you collect the server.
Reduces the risk of a server crash in case of partition overflow. But it all depends on the curvature of the hands. If you are sure that everything is OK with your hands. You can put everything in one section.
If you are assembling a workstation, then there is no point. Just wasting disk space.
Linux(ext4) "specially" works with /home/(/root), that is, in case of a crash/bug (bytes are usually lost because the disk does not have time to sync and the file is overwritten), your data in these partitions will not be lost.
