Why don't programs respond when minimized?

I tried to add the minimized parameter, and also put it in the drop-down list in the label "run minimized" - zero reaction

Well, this is more a question for the developer of the described software than for Microsoft. After all, all MS software supports this functionality. Tested with Word\Excel\notepad
