Why don't ISPs in Russia use DOCSIS for the private sector?

Good day. I wanted to ask a question why providers in the Russian Federation do not use DOCSIS for the private sector?

There is only one problem with DOCSIS, you need to change all active and passive equipment in the house, from repeaters and "crabs" to signal amplifiers. At a cost, this costs more than laying the same ethernet or optics in separate apartments. And if we take into account that even in new youth houses the coverage hardly reaches 25% of apartments of active subscribers, then the game here is not worth the candle at all. It seems that only one provider in Moscow worked with this technology, and even then they abandoned it.
So there are only two technologies left - GPON and ethernet.
Abroad, the situation is somewhat different, where passive-active equipment was mainly replaced by cable companies, so DOCSIS somehow took root, and even then it was practically supplanted by GPON.
Well, in terms of speeds, DOCSIS and GPON or the same ethernet is a big difference. And optics are now cheaper than dirt.

Why use DOCSIS for the private sector?
DOCSIS is used where a coaxial line has already been laid to houses, so as not to invest in infrastructure upgrades.
There is usually no infrastructure in the private sectors. If you build from scratch, it's better to immediately xPON

Why did they use it. Before. For example, Yartelecom used it in Yaroslavl. Memories are the worst.
Firstly, it is very capricious - high-quality wires are needed (even if the wrong connectors - the signal does not go).
Secondly - well, it was cool there - a downward speed of 40 megabits, to all subscribers of the bush (ie, to the urban microdistrict). In sum! (in 2003 it was cool). Rising - even less.
As everyone comes home from work and turns on the TVs (interference rod in the network) and modems - the connection is dying in general. From 6 pm to 22 pm. Every day.
Maybe that's why?
