Why don't hotkeys work on TMUX under cygwin?

Installed the latest cygwin in which you can enable the TMUX multiplexer package. Everything starts, but bad luck, the hotkeys do not work. I tried to register in tmux.conf (to which the path indicated) - zero reaction. Everything works under the mintty shell. All settings are set correctly. New windows and switches only work with handwritten tmux commands.
