How to enable scrypt algorithm in OpenSSL?

Good day. Can't build OpenSSL via Cygwin with scrypt support. For some reason, enable-scrypt doesn't work. Further does not define include env (scrypt) accordingly. I collect the team:

perl configure Cygwin-x86_64 --prefix="C:/OpenSSL/x64/" no-shared -static enable-scrypt

What is the problem? Thanks in advance.
