Why don't changes occur when updating files on the server?

Good time. There was such a problem. asked to correct the site on open cart. At first I wanted to connect my styles, but after changing the header.tpl, there were no updates on the server. A file with changes but there are no changes on the collected pages. Okay then I decided to throw in the changes to the included css. And still the same story. The name file has the same old file in source. The page has been reloaded 7 times already, so this is not a cache. What could be the problem?

header.tpl - not updated because modification cache. Update it in the admin panel
. Changes in css did not appear - only the cache. Perhaps nginx is not on the server and hard caches statics. Open css separately with a browser and Ctrl + R until clear. Perhaps it's worth adding a GET parameter to the url to the css.
