Why don't Android SDK Manager show APIs other than 23?

Good day to all. Tell me why the Android SDK Manager does not show other versions of Android other than 6.0? I know that they all need to be installed additionally, but there is not even an option to select them for installation, as shown in various manuals for working with the SDK. With what it can be connected?
