Why don't all posts display the comment form?

Hello.

There is also a taxonomy in it through the call to comments_template(); at the end I call the form with comments.

The matter is that on some records the form is deduced, and on some are not present. When editing a post, some have a Discussion item - show comments or not. And others do not show this blog at all.

What could be the reason?
