Why doesn't z-index work on iPhone?

There are upper menus that stick during scrolling, the z-index 9999 property is specified for the emu, everything is displayed perfectly on a PC, when viewed in a browser on mobile, too, and everything was fine on Android, but on an iPhone this menu overlaps any element except the header. What could be the problem ? Tried using different browsers on iPhone, same problem.
