Why doesn't Xen 4.4 see /etc/xen/xend-config.sxp?

Colleagues, all with the coming!
I am setting up a new host on centos 6.8, and since I do it infrequently, I ran into a problem: Xen 4.4.4 for the life of me does not see /etc/xen/xend-config.sxp . I went through all the bridge settings in the config, and xen-y in parallel, does not raise the interface and that's it.

(vif-script vif-bridge)
(network-script 'network-bridge bridge=xenbr0 netdev=eth0')
...

Moreover, if you run the same from the command line:
/etc/xen/scripts/network-bridge start bridge=xenbr0 netdev=eth0

Then the bridge rises and works as it should.
Maybe Xen 4.4 has some other path to this config? In Google they write only about this path. On other hosts (but with more ancient Xens) also along this path. Search by name rummaged - does not lie anywhere. I created it with my hands and now I'm sitting, figuring it out ... where to dig?
