Why doesn't woocommerce send new user registration emails?

When registering a new buyer (woocommerce) does not send a letter to the user with his Data
, although if you allow everyone to register on wordpress itself - then the letter normally comes
if you request a password change - it also sends normally
when you create an order, woocommerce also sends a letter normally
problems only when a new buyer is created
notification is enabled in the plugin settings
