Why doesn't Windows setup start with a new RAM bar?

Dear, tell me.
The crux of the problem is this. I have a laptop with 2 gigabytes of ram. I bought another 4 gig stick for it. In terms of frequency and standard, the bar corresponds. The laptop is running Windows 10 (32-bit). As a result, 6 gigs are displayed in the properties and parameters, but only 1.89 are available. I decided to install Windows 10 (64-bit). As a result, installation through the BIOS does not work either from the disk or from the flash drive - there is a cyclic reboot. If I take out a new bar of RAM for 4 gigabytes, then the installation goes fine.
What could be the reason? And how can I eventually make a new 4 gig bar workable?

It would be nice to make sure on the manufacturer's website that the beech generally supports memory drain.
if this is not an old model, then perhaps there is a ceiling of 4 gigabytes in total and he is simply not able to see more, which is why he is buggy.
