When I turn on my PC, my hard drive is loaded at 100% and at this time I cannot run any program, as they simply freeze. The disk is loaded at 100% for about 10-15 minutes, then jumps from 0 to 100% (5 minutes), and then drops to 0%. There is nothing suspicious in the task manager. Just a couple of service processes that take up 0.1 MB/s

I have exactly the same. On a working PC, 4GB of RAM, and on a home laptop - 8GB, but this does not save him. At the same time, at work, the system loads a little faster, but the OS is installed from one image. I think that on a home laptop, the HDD is slower. But this needs to be checked. At the same time, both machines have Google Drive for synchronization with the cloud. I noticed that the system is mainly loaded by Defender, which always receives regular updates and checks for malware. After I started the laptop, I approach it in 10-15 minutes. Pretty sure the only solution is an SSD.
PS I forgot to add that I have two laptops at home and everything is the same.
PSPS on all machines only Windows 10 is installed.
Most likely you have LTSB / LTSC edition, install normal Windows 10 Pro or better Home latest version 1903/1909. And it’s also best to switch to SSDs, which are at a decent price on aliexpress with decent volumes.
