Why doesn't ui-router send events on first login?

If the "$stateChangeStart" event is dispatched, the navigation item is highlighted in a different color.
And everything works and switches, but only after entering. When visiting any url, the event is not sent.
I won't ask "why", because I'm sure there must be another way, which I just missed when reading the help. Is there such a way?

stateChangeStart is launched when the state is changed and nothing more. Just process inside the directive and refresh on stateChangeStart
