Why doesn't TTL change on Windows?
I change the DefaultTTL registry editor to 65 in the Tcpip and Tcpip6 sections at the same time. I reboot the system, ping the LAN and shows TTL 128. The value remains 65
in the registry. What could be the problem?

In ping, you see the TTL of the response packet, not the one sent from your computer.
In my case, installing ttl via network shell (netsh.exe) worked
netsh int ipv4 set glob defaultcurhoplimit=<value>
netsh int ipv6 set glob defaultcurhoplimit=<value>
