Why doesn't tinymce substitute the full path?

Good day.
Please tell me why tinymce does not substitute the full path to the file from the editor.
the path to the file should be
/uploads/test/test.doc , and substitutes /test/test.doc

relative_urls : false,
convert_urls : true,

although with the same setting on another server everything works fine.
