Why doesn't the theme for metacity apply to nautilus?

Installed a Metacity theme from gnome-look.org. The theme applies to all windows except nautilus and gnome tweak tool. Tweak tool doesn't really bother me, but nautilus does. And I noticed that in some distributions (on Ubuntu Gnome for example) nautilus starts with the theme applied if you run it with sudo.
Theme is installed in /usr/share/themes/
OS: Fedora 21

Alternatively, the theme is GTK2-only or GTK3-only, and Nautilus uses a different version of GTK
