Why doesn't the task manager show the CPU usage correctly?

Hello.
Setting up Zabbix.
Everything seems to be fine BUT on the zabbix terminal server it shows the CPU load for me, which is completely different from what the task manager shows. I also checked AIDA64, and there the indicators are the same as in ZABBIX. Why is that?
According to some indicators, the server has a large supply of capacity, according to others it is already gone)
In the dispatcher, I see ~ 20%
And in ZABBIX and AIDA64 ~ 40-60%
Whom to believe then?
