Why doesn't the site update the new css settings on the server?

The problem is this - when I change the css files on the server, then for some reason the update does not happen at all for me .. of course, I realized that the problem is in the cache. I cleared it and immediately everything worked, but only in my browser, in which I cleared the cache, but what about other people? I'm running the site from my phone, but it's still the same, no changes at all.. why is that?
