Is there any point in MODX without packages?

Do I understand correctly that working on modx without packages cannot solve any of the most common problems?
Or am I just not fully understanding modx?
Otherwise why didn't the modx developers make core packages as part of the functionality?
For example, on Wordpress without plugins, you can make at least a blog, and this is understandable, since WP was originally a blogging engine.

pdoTools is usually sufficient for business cards and simple websites.
Without add-ons, this is a template engine for static pages.
