Why doesn't the site listed in /etc/hosts open?

The webserver is running apache2.
2 sites are spinning on it (let it be site1 and site 2)
The webserver is NOT in the local area.
Registered in the /etc/hosts file like this:
172.********** site1.
Firefox does not visit site1 (the server is not available0, but the site is pinged.
If you simply enter the IP, the second site opens.

Write the second digit in the IP.
Addresses from 172.16 - 172.31 are private and their use on the Internet is prohibited (only within local networks).
In general, look at the Apache logs, everything should be there.
Most likely something is not configured correctly in virtual hosts (if configured at all).
