Why doesn't the server platform see half of the RAM?

Server platform - Intel SR1695WBAC. Supports two processors and has 8 DIMM slots. I installed one stone (E5620) into the platform and filled all the slots with RAM (8x8 = 64GB), only 32GB glows in the BIOS. For what reason could this be? bios settings or is it necessary to put a second stone?

Without the second stone, the connectors related to the second process will not work.
