Why doesn't the scrollspy plugin (uikit framework) work properly?

I made a one-pager on the uikit framework. Attached animation parallax effects as it is done here - using the built-in scrollspy plugin. On the localhost, everything worked fine - when scrolling down, the elements smoothly appeared as intended

. But then the coder began to integrate the layout into Bitrix and the animations began to work immediately when the page was loaded and not when scrolling.

Can I join too? I have a similar problem. Only already in the local document.
Animation works. The script adds classes to the DOM. But the animation is displayed when the page loads, and not when scrolling to the right place.
What doctype are you talking about? Which is at the beginning of the document? It seems to be worth it.
