Why doesn't the program run on x32?

I set the program to be for x32



Then I copied everything from the bin folder in the project and transferred it to another x32 computer. It does not start at all and does not show anything.

I clicked publish, specified the path, launched it on another one and shows an error:
(It's strange that .setup weighs so little when publishing)

The installer found that the file "C:\TEMP\VSDE5EB.tmp\DotNetFX472\NDP472-KB4054530-x86-x64-AllOS -RUS.exe" has changed since the original post.

Although .Net 4.8 I have installed. What's the catch?

Everything works fine on my x64. XD
