Why doesn't the phone's modem show up as ttyUSB?

I connect two phones to the laptop via USB. I turn on the modem mode on them.
#ls /dev/tty*
Show only tty.., ttyS.. and no ttyUSB.

Why do you need a modem? Phones now pretend to be a network card.
