Why doesn't the openssl extension work in php.ini?

I'm just starting to learn. Began to deal with Composer'om. When executing the init command , an error occurs:
The openssl extension is required for SSL/TLS protection but is not available. If you can not enable the openssl extension, you can disable this error, at your own risk, by setting the 'disable-tls' option to true.

There was also a problem when trying to install Composer via an exe file.

Although, as you can see, all 3 extensions are enabled
