Why doesn't https work in composer?

Need to install swiftmailer via composer but get error:
Unable to find the wrapper "https" - did you forg
et to enable it when you configured PHP?
failed to open stream: No such file or directory
If I download some other packages, then sometimes it downloads via http and everything works (but https is more common). I googled that you need to add extension=php_openssl.dll to pshp ini, but it doesn't help. What is the problem?
