Why doesn't the online video player download videos as much as it can?

I noticed a long time ago that if you leave some hourly video paused, it will only load for 20-30 seconds, and then it will stand still until you click on play again.
Is there some kind of setting in browsers (chrome for example) or something to load more? Operative enough.

This is a site setting. Video is given in pieces to save traffic

The vidos loads the browser and it manages the buffer, not the server. Only the site admin, who has access to the player settings, can set up a large buffering interval, if the video is in HLS. If the video is in MP4 format, then this is not possible.
