Why doesn't the list of bookmarks scroll up?

Hello.
In fact, I noticed this moment a long time ago, but I decided to ask about it only now.
The essence of the problem:
What we need:
1. Chrome of any version.
2. Long list of folders for bookmarks.
How it appears:
1. On any page, click on the star. A block appears with the "settings" of the bookmark.
2. Click change. The full list of bookmark folders opens.
3. Select some folder so low that you have to scroll to select the upper folders. Click "Save".
This step can be skipped if such a folder is already selected.
4. Click the star again, select "Change" again.
5. We are trying to immediately scroll the top (with the mouse wheel - thanks for the lastwish clarification).
This is the point about which the question is actually.
For me, on all devices, in all OSes, on all versions of Chrome (at least somewhere from 16 for sure), scrolling to the top does not work until I scroll down.
Question[s]
- Do you have similar behavior?
If so, do you consider it a bug?
- If there is and you are aware of this problem, how can this behavior be avoided?

What do you mean it can't be scrolled with the mouse wheel? At first, the list of folders is not in focus for me, after clicking on it, it acquires focus and scrolls normally. Without focus, it scrolls only with a scrollbar (no problem), win7 x64, chrome 27.
I think that this is a defect, but it does not bother me, because. folders are usually in a collapsed state, and there are not so many first-level folders (no need to scroll).
