Why doesn't the "Limit connections" option work?

The role of the Remote Desktop Services is installed. But only 2 users can connect.
The parameter in the policies set both 999999 and the one I needed. Did not help

And with licenses everything is all right? It needs a license server and a sufficient number of licenses...
