Why doesn't the java applet run on egov.kz in Ubuntu 14.04?

We follow the link: idp.egov.kz/idp/login?lvl=2&url=http%3A%2F%2Fegov....
We choose the entrance by certificate. And nothing happens, and at the end I get an error that I need to update the Java version, although I have OpenJDK 7 + IcedTea plugin. In other java services, applets run smoothly.
