None of the heroku apps open for me - What could be the problem?
From mobile applications such as Postman for the phone, it also does not ring.
Others are open.
And yesterday everything worked from this phone, until the dyno fell asleep and today I tried to "wake" it from my smartphone.

UPD: Finally, after 2 hours, everything worked. By itself. But the question is still relevant, who faced this, what is the reason for me to know for the future?

In the previous version of the question, you were answered what the reason is - in your provider. Heroku is constantly moving your application from server to server, IP addresses of some of the servers may be blocked by Roskomnadzor.
