Why doesn't the explorer interface start?

What is the point: I end the explorer.exe process through the task manager, then I try to start it through cmd / task manager, but it opens in windowed mode without launching the rest of the interface (taskbar, etc.).
Although after closing this window, explorer remains in the task manager, and it seems like everything should work.
Why can this happen? Perhaps there is a way to run it programmatically so that it works fine?
