Why doesn't the encoding of the .txt file change?

Hello! I had a .docx file, it had some very strangely encoded text. I tried all decoders and all in vain. Text in Russian. It is impossible to bring to a normal readable form. When decoding, one character set is changed to another character set. Tried different encodings. The text remains unreadable.XCy4mjnp7e8.jpg

docx is a zip archive, you can't just open it as a text file, you have to unzip it first.
The first two bytes in the file header - PK (or 504B in Hex) just signal the file type.
