Why doesn't the disk.file.moveto REST method move files from the user's drive, while it does on the shared drive?

The file is not moved from the REST user disk by the disk.file.moveto method, but is moved from the shared disk. Please tell me what is the reason for this and how to fix it? I set the webhook rights to everything, but it didn't help.
