Why doesn't the command line start processing the request right away?

The screenshot shows that the tasks are completed very quickly. But the start of the task does not converge ... Where it takes 5 seconds, in fact, I waited 5 minutes until it is completed, what is the reason for this, how to fix it or is everything ok?
