How to assemble a multi-volume archive into one?

In general, there are several parts of one rar archive. it is required to collect one archive from them. just one whole file, do not unpack. It's through the command line. Cat archive* > arch.rar do not offer, it only works on 7z.

So RAR does not seem to be able to do this at all.
Et must be unpacked and packed already in one.
