Why doesn't the browser cache these js files?
This Meteor
site takes a very long time to load. the files don't change, the hash in the file name doesn't change either,
but why doesn't it cache it?

Check Developer Tools settings, there is an option in General "Disable cache (while DevTools is open)"
In your case, of course, the matter is Disable cache in Developer Tools, but it happens that files with parameters in the URL are not cached at all.
