Why doesn't the android emulator start in Visual Studio 2017?

I recently installed Visual Studio 2017 with packages for developing cross-platform mobile android applications in C ++, but when the application starts, the emulator refuses to start. Gets stuck on launching it, endlessly waiting.
The question is obvious. How do you run it anyway?
