Implementing a user interface?

It is necessary to implement such a GUI option (see picture)

In other words, there is a visible area in which a grid of elements is displayed, in appearance like a GridView.
But you can individually scroll a column or a row. The number of elements in a row or column is generally arbitrary.
Does anyone have suggestions or examples of such a design option? Links, ideas?

I think you should google the implementation of the tag game on android :) The principle is about the same.
